Port of [wallpaperctl](https://git.lovelynet.net/benjamyn/wallpaperctl) to rust

Simple tool that selects random wallpapers and applies them as your background

Whats needed to get feature parity
- d-bus communications with Plasma
- Support for simple background engines like feh
- Support for [ultrawide, horizontal, vertical] displays


What I want to add
- Wallhaven API support
- Gnome support
- Plugin system for Desktop environments? (Need to think about how I wanna do this)
- Other things as I think about them
